Registration of Shipper Using “Method 2” to Verify the Gross Mass of Containers

Formalities and Required Documents

Applicants can apply to the Marine and Water Bureau and submit the following in person or by post:

  1. A completed application form for registration of shipper using “Method 2” to verify the gross mass of containers (No English translation, the form can be obtained from the location for application);
  2. A photocopy of the latest business registration certificate in respect of its establishment, issued by the Commerce and Movable Property Registry (The applicant can request the Marine and Water Bureau to access the business registration certificate via the joint network established by the Legal Affairs Bureau in order to be exempted from submitting the concerned document);
  3. Detailed procedures of mass verification of sea-bound containers (refer to the shipper adopting method 2 for container mass verification by calculation in the “Guidelines on the Verification of Gross Mass of a Packed Container” (sample for reference) (no English translation);
  4. Name of sea-bound contractor employed to verify mass of containers (if applicable);
  5. Post title of representative authorised to sign the shipper’s verified gross mass declaration;
  6. Post title of staff of internal auditing (if applicable).

Documents required to be processed / applied in advance:

A photocopy of the latest business registration certificate in respect of its establishment, issued by the Commerce and Movable Property Registry (The applicant can request the Marine and Water Bureau to access the business registration certificate via the joint network established by the Legal Affairs Bureau in order to be exempted from submitting the concerned document).

Notes:

  • The Marine and Water Bureau will require applicants to submit supplementary information on a case by case basis;
  • Applicants can submit the followings which strengthen the application:
    • location where mass verification is performed;
    • training system for staff engaged in mass verification.

Upon submission of all necessary documents, the processing time is 12 working days from the day following the receipt of application. (Performance Pledge)
