“Authorization to Stay” for Non-resident Engaging in Activities for Own Benefits in Macao

How to Apply

According to Article 33 of Law No. 16/2021, persons granted Special Authorization to Stay which is valid for over 90 days are required to declare their contact address and habitual residence address in Macao to the Residence and Stay Affairs Department of the Public Security Police Force (except for non-residents who are in the conditions specified in Items 1-3, Term 1, Article 32 of the same Law). They are also required to notify the Residence and Stay Affairs Department of any change in the contact address and habitual residence address within 45 days. Otherwise, they will have to pay a penalty of MOP2000 to MOP6000.

Application Procedures and Necessary documents

    1. The interested person or his/her legal representative makes the application.
    2. The legal representative should submit the following:
      1.  A certified letter of authorization;
      2. A copy of his/her valid identification document.

    1. A completed Declaration of Contact Address and Habitual Residence Address (DARP/DARP M-1); [Note: The form is available at the respective Subdivision and the website of the Public Security Police Force.]

Remarks / Points to Note

Notification of change of contact address and habitual residence address

  1. If the interested person lives in Macao, he/she is required to declare the habitual residence address (equivalent to the contact address) only. Otherwise, besides the contact address in Macao, he/she should declare the habitual residence address outside Macao as well.
  2. Persons who fail to make a timely notification of the above change will have to pay a penalty of MOP2000 to MOP6000. Recidivism will result in an increase in the lower limit of the penalty by one fourth while the upper limit remains unchanged.
