How to Apply
Application Eligibility
1. Being a Macao resident;
2. Having legal capacity;
3. With a high school diploma or above;
4. With a vocational skill certificate issued by the Labour Affairs Bureau after passing its vocational skill test for employment service adviser;
5. Not having been sentenced to imprisonment of three years or more, except those whose rights have been restored in accordance with the law;
6. Within one year prior to the date of submission of the application, not having the licence cancelled for reasons of having administrative infractions of violation of the exclusivity, engaging in the job of employment service adviser without a valid licence or during the licence suspension period for three times in three years.
Application Procedures and Required Documents:
1. The “employment service adviser licence application form” duly completed (the form can be obtained from the Labour Affairs Bureau or downloaded from its website);
2. Copy of identification document;
3. Copy of education certificate;
4. Copy of vocational skill certificate of employment service adviser;
5. Certificate of criminal record (the applicant may apply in person at the Identification Services Bureau (DSI) or at the self-service kiosk of the DSI or apply online through the “Common Access to Public Services of the Macao SAR (Individual)” and may select the option that the certificate will be sent to the Labour Affairs Bureau).

MOP180 (calculated according to the proportion of the licence period)
Payment methods:
payment of the fees can be settled by offline payment methods: the Macau Pass Card or scanning the QR code of the MPay.

Remarks/Notes for Application
The following persons are exempted from the requirements of having a high school diploma or above when applying for the employment service adviser licence:
1. Prior to the effective date of the Law (i.e. on or before 14 March, 2021), the natural person, company’s shareholder, administrator or principal person of the organ of association who has been granted a valid employment agency activity licence;
2. Employees who have been engaged in employment agency activity for minimum five years prior to the date of promulgation of the Law (i.e. on or before 13 September, 2020).
