Full Licence for Health Professionals – First-time Application


How to Apply

Application procedures and documents required

  1. Application form for Full Licence for Health Professionals (including a Declaration of Absence of Conflicts which declares that the applicant does not pursue in any activity in conflict with the licence application);
  2. Copy of an accreditation certificate issued by the Health Professional Council (the applicant must present the original certificate to Health Bureau staff for verification, or authorise the Health Bureau to access the certificate from the Health Professional Council);
  3. Certificate of Physical and Mental Health issued by a Health Centre of the Health Bureau;
  4. Copy of the applicant’s Macao Resident ID Card;
  5. Certificate of Criminal Record (which can be applied at the Identification Services Bureau, via a self-service kiosk or the bureau’s website, and will be directly delivered to the Health Bureau by the Identification Services Bureau);
  6. Copy of a fellowship certificate issued by the Macao Academy of Medicine (if any) (the applicant must present the original certificate to Health Bureau staff for verification, or authorise the Health Bureau to access the certificate from the Macao Academy of Medicine);
  7. Information about the facilities and equipment at the practicing establishment, and a letter or proof of employment issued by the employer.

Notes:

  1. The applicant must satisfy all statutory requirements for pursuing the profession concerned at the time the license application is submitted;
  2. Health professionals who apply to provide healthcare services at a public agency in the Macao SAR are not required to fill out the Declaration of Absence of Conflicts, but need to submit the documents referred to in items 2, 4 and 7 above; the applicant can authorise the Health Bureau to verify and access the documents referred to in item 7 with the relevant departments.
  3. In regard to item 7, applicants who practise at private healthcare units or healthcare service premises registered with the Health Bureau are only required to submit a letter or proof of employment issued by the relevant establishment;
  4. Applicants who operate a clinic of their own must submit an Application form for Clinic Inspection, the clinic’s layout plan and equipment list, Medical Advertisement Application Form, a sketch of the advertisement/signboard, and the written inspection report issued by the Real Estate Registry (premises registered with the Real Estate Registry are exempt from submitting this document) or the building utilisation permit issued by the Land and Public Works Bureau;
  5. Applicants who practice at a social service facility or a special education school/institution must provide the relevant layout plan, equipment list, and a copy of the social service facility’s or school/institution’s registration licence, in addition to a letter or proof of employment.
  6. Incumbent public administration personnel (except for health professionals applying to provide healthcare services at a public agency in Macao) must submit the dispatch allowing their pursuit of private business in the regime of a liberal profession; resigned public administration personnel (except for health professionals applying to provide healthcare services at a public agency in Macao) must submit an employment separation certificate.
  7. The applicant must certify compliance of Article 36 of Law no. 5/2016 – “Legal Regime of Medical Malpractice” and Articles 3 and 4 of Administrative Regulation no. 5/2017 as amended by Administrative Regulation no. 49/2021, by submitting the following documents to the Medical Activity Licensing Unit within 15 days after the day of receiving the approval letter for practice

Mondays to Thursdays: 9:00am-1:00pm, 2:30pm-5:45pm
Fridays: 9:00am-1:00pm, 2:30pm-5:30pm
(Closed on Saturdays, Sundays and public holidays)

Fees

MOP 1,100 (stamp duty included), payable in full upon licence collection

Application Processing Time

Around 40 working days under normal circumstances.
Exceptions:

  1. Relevant departments have delayed in providing documentation.
  2. The establishment is found unfit for an inspection after a field visit by the health authority, or the facilities and equipment at the establishment do not meet the sanitary requirements, or re-inspections are needed.
  3. The applicant has applied to extend the rectification period for the establishment.
  4. The establishment does not meet the local laws and regulations in Macao regarding renovation works, fire protection and safety.
