How to Apply

Application Procedures and Documents Required

  1. Application Approach
    1. Interested person or a legal representative making the application;
    2. The representative should submit the following:
      1. A certified letter of authorization;
      2.  A copy of his/her valid identification document.
  2. Documents to be Presented
    1. Unless otherwise noted, the original should be exhibited for authentication if a copy is submitted;
    2. The copy should be authenticated if the original cannot be exhibited.
  3. Documents to be Submitted
    1.  A completed Application Form for Special Authorization to Stay (format 3) and Declaration of Contact Address and Habitual Residence Address (format DARP/DARP M-1);

    2. A copy of the interested person’s valid identification document or passport/travel document (bio data page and used pages only, as well as Slip of Authorization to Stay granted in last entry to Macao) used for stay in Macao;
    3. A copy of the certificate issued by an entity authorized in the Chief Executive’s written instructions to conduct institutional arbitration (containing full identification information of the applicant and the expected duration of stay for arbitration, as well as the facts that may cause the extinguishment of the authorization);
    4. Proof of interested person’s address in Macao (e.g. copy of water, electricity or phone bill of the recent 3 months);
    5. Two 1.5-inch recent colour or black-and-white photos showing full frontal face without head coverings taken against plain white background.

Remark/Points to Note

  1. According to Term 1, Article 66 of Law No. 16/2021, to apply for a visa, Authorization to Enter and Stay, Macao SAR Residence Authorization, Renewal or Extension of Residence Authorization means the interested person consents to have his or her personal information, which includes his or her biodata, treated by the Public Security Police Force.
  2. Penalty for Overstay
    According to Law No. 16/2021 “Legal Regime of Immigration Control, Stay and Residence Authorization of the Macao Special Administrative Region”, persons who still remain in Macao after their Authorization to Stay expires and persons who do not leave Macao within the designated period after their Authorization to Stay is revoked are regarded as overstayers. Overstay is an administrative infraction, not a criminal offence. Therefore, overstayers are not condemned to a penalty of freedom deprivation.
    According to the law, an overstayer will be fined MOP500 to 800 per overdue day. The fine should not exceed MOP15000 and should be paid within the statutory 10 working days. The status of an overstayer who overstays for not more than 30 days, pays the fine upon giving himself or herself to the police or immediately after he or she is discovered and has never been fined for the same infraction in the past year can be normalized. Otherwise, the overstayer will be deported and interdicted from entry. In addition, application for Residence Authorization and Special Authorization to Stay will not be permitted for 2 years counting from the date the entry interdiction expires.
  3. Notification of Change of Contact Address and Habitual Residence
    1. According to Article 33 of Law No. 16/2021, persons who are granted Special Authorization to Stay for over 90 days are required to declare their contact address and habitual residence address in Macao to the Residence and Stay Affairs Department of the Public Security Police Force (except for non-residents in the status specified in Items 1-3, Term 1, Article 32 of the same law), and notify the Department of any change in the two addresses within 45 days from the date of change. Otherwise, they will be penalized.
    2. Persons who fail to make a timely notification of the above-mentioned change will have to pay a penalty of MOP2000 to MOP6000. Recidivism will result in an increase in the lower limit of the penalty by one fourth while the upper limit remains unchanged.
