1. How much is the application fee for applying the Prior Authorisation for Import of glands and other organs for organotherapeutic uses, blood plasma, human blood, and animal blood? How long does the application process take?

No fees are charged for applying for the aforesaid prior authorisation. After all the required application documents have been submitted, a ‘Prior Authorisation for Import’ will be issued within 15 working days if the relevant conditions are satisfied.


2. How do I apply for an Import License for the aforesaid biological materials? How much is the application fee? How long does it take for an Import License to be issued?

An Import License must be applied before the biological materials are imported.

The following documents must be submitted for application:

  1. The original ‘Prior Authorisation for Import’ issued by the Health Bureau;
  2. The completed ‘Import License (Model I)’ (the form is sold at the Printing Bureau and the Public Information Centre).

No fees are charged for applying for the Import License. After the submission of all the required application documents, an ‘Import License’ will be issued by the Health Bureau within two working days.


3. How long is the Prior Authorisation for Import of glands and other organs for organotherapeutic uses, blood plasma, human blood, and animal blood valid? How long is an Import License valid?

The Prior Authorisation for Import is valid for 90 days from the date of issue, and the Import License is valid for 30 days from the date of issue.


4. Are the Prior Authorisation for Import and the Import License transferrable?

Both the Prior Authorisation for Import and the Import License are non-transferable.


5. What is the written consent for export issued by the competent authority in the country/region of export?

It refers to the export license or custom clearance documents issued for the biological materials by the competent authority in the country or region of export.


6. Is there a specific port or mode of transport for importing the biological materials?

The Health Bureau does not require the biological materials to be imported via a specific port or mode of transport, but the applicant needs to check with the competent port administration authority for the regulations of the ports for importing the biological materials or any application formalities that may apply.


7. Which types of animal blood require a Prior Authorisation for Import?

A Prior Authorisation for Import is required for importing animal blood prepared for therapeutic, prophylactic or diagnostic uses.

The descriptions must include the purposes of use, their place of origin, specifications, and storage method.
