Authorization to Enter and Stay

Introduction

Service Coverage

Persons who are not exempted from a visa or Prior Authorization to Enter [Note: Please refer to the Persons Exempted from a ‘Visa’ or ‘Prior Authorization to Enter’ by Law] and do not wish to apply for Authorization the Enter and Stay (so-called ‘visa-upon-arrival’) at the checkpoint at the moment they arrive at Macao may ask a legal representative to apply to the Residence and Stay Affairs Department for Prior Authorization to Enter before they come to Macao if no diplomatic missions of China or other representative offices accredited by the Ministry of Foreign Affairs of China is located at their place of residence.

Target Groups and Application Eligibility

Starting from 29 January 2019, Nepalese, Pakistanis, Nigerians, Bangladeshis, Sri Lankans and Vietnamese (persons who are not exempted from a visa or Prior Authorization to Enter in their entry to Macao) may authorize Note 1 somebody to apply to the Residence and Stay Affairs Department for Prior Authorization to Enter only if they meet either one of the following requirements:
1.The applicant is in Mainland China or no diplomatic missions of China or other representative offices accredited by the Ministry of Foreign Affairs of China is located at his or her place of residence;
2.The applicant has any of the following family members working or living in Macao (Proof of relationship in Note 2 is required):
(1)Spouse;
(2)First and second degree of lineal relatives by blood or marriage (including parents, spouse’s parents, children, son-in-law, daughter-in-law, maternal or paternal grandparents, maternal or paternal grandchildren);
(3)Second degree of collateral relatives by blood or marriage (including siblings, siblings’ spouse, spouse’s siblings).
[Note 1: The applicant’s signature on the letter of authorization should be authenticated by the competent authorities of the country/region in which the applicant is staying.]
[Note 2: The proof of relationship should meet the statutory requirements stipulated in Article 14 of Law No. 16/2021 regarding the documents issued outside the Macao Special Administrative Region.]
