Non-resident Worker’s Identification Card

Introduction

Service coverage
To apply, renew, reissue, replace and cancel “Non-resident Worker’s Identification Card” (“Non-resident Worker’s Card” for short) for non-residents who are employed by Macao employers with valid “employment authorization” (“non-resident workers” for short).

Target Groups and Application Eligibility

Target People

  1. Application
    “Non-resident workers” and their employers.
  2. Renewal (including Validity update)
    1. Renewal: Individuals who need to renew their “Non-resident Worker’s Card” accordingly after the “employment authorization” is renewed.
    2. Validity update: Individuals who need to extend their “Non-resident Worker’s Card” accordingly after renewal of their identification document because their “Non-resident Worker’s Card” expires earlier than the “employment authorization” as a result of the early expiry of their identification document.
  3. Reissue / Replacement
    1. Reissue: Individuals who need to apply for reissue of the “Non-resident Worker’s Card” because it is damaged, lost, stolen or plundered. [Note: non-resident workers are able to report the loss of Non-resident Worker’s Identification Card in the executing subdivision.]
    2. Replacement: Individuals who need to apply for replacement of the “Non-resident Worker’s Card” because there is a change in the information of the Card (including approved transfer to another employing entity).
  4. Cancellation
    Same as point 1..

Requirement

  1. Application:
    1. Employers possessing valid “employment authorization”;
    2. “Non-resident workers” meeting the stipulation relevant to the system of entry, stay and residence authorization in Macao (e.g. 1. in possession of a valid passport/travel document/identification document for entry to and departure from Macao; and 2. not in a lawfully restricted status).
  2. Renewal (including Validity Update):
    1. Employers possessing valid renewed “employment authorization”;
    2. Same as Point 1.2..
  3. Reissue & Replacement:
    Same as Point. 1.1 and 1.2..
  4. Cancellation
    No relevant stipulation.

Service result

  1. Application: Residence and Stay Affairs Department grants ‘Non-resident Worker’s Authorization to Stay’ to ‘non-resident worker’.
  2. Renewal (including Validity Update):
    1. Renewal: Residence and Stay Affairs Department renews ‘Non-resident Worker’s Authorization to Stay’ for ‘non-resident worker’.
    2. Validity update: Residence and Stay Affairs Department extends ‘Non-resident Worker’s Authorization to Stay’ for ‘non-resident worker’.
  3. Reissue: Residence and Stay Affairs Department reissues ‘Non-resident Worker’s Authorization to Stay’ to non-resident worker.
  4. Replacement: Residence and Stay Affairs Department updates relevant information for non-resident worker.
  5. Cancellation: Residence and Stay Affairs Department cancels ‘Non-resident Worker’s Authorization to Stay’.

 

  • Certificate of application

Target Groups and Application Eligibility

  1. Statement to prove the applicant is in application procedure: Persons who are making an application to the Residence and Stay Affairs Department and have a dossier opened.
  2. Certificate to prove the document is copied from the applicant’s dossier: Persons who have made or are making an application to the Residence and Stay Affairs Department and have a dossier opened.
  3. Certificate of China resident’s employment status in Macao: China residents who lose their “P.R.C. Permit for Travelling to and from Hong Kong and Macao”.
  4. Certificate of limit of stay granted in “Authorization to Stay”: For persons who need this certificate to prove to a public department or private organization in Macao that they are granted valid “Authorization to Stay” by the relevant unit of our Department.
  5. Other certificates issued based on information in dossier: Persons who have made or are making an application to the Residence and Stay Affairs Department and have a dossier opened.

Service result

Residence and Stay Affairs Department issues relevant certificate to applicant.

 

  • Change of Personal Information

Target Groups and Application Eligibility

Persons granted any type of residence or stay authorization (e.g. “Special Authorization to Stay” to reuniting kindred of non-resident workers ) and persons issued any type of certificate or document (e.g. “Non-resident Worker’s Identification Card”)

Service result

Non-resident Workers Subdivision amends identification information for applicant.
