Introduction

Service Coverage

1. Persons who wish to apply for residence in Macao as an investor, management executive or skilled worker may apply to the Commerce and Investment Promotion Institute (Address: 1/F, World Trade Centre Building, No. 918, Avenida da Amizade, Macao, Tel: (853) 2871 2055) according to Administrative Regulation No. 3/2005. After the application is approved, they are required to apply to the Residence Subdivision of the Residence and Stay Affairs Department for a Residence Authorization Certificate, with which they can apply to the Identification Bureau for a Macao Non-permanent Resident Identity Card.
2. Other persons who intend to reside in Macao may apply to the Residence Subdivision, Residence and Stay Affairs Department of the Public Security Police Force according to Law No. 16/2021 and Administrative Regulation No. 38/2021. After the application is approved, they will be issued a Residence Authorization Certificate, with which they can apply to the Identification Bureau for a Macao Non-permanent Resident Identity Card.
   1. Applicants apply to the Residence Subdivision of the Residence and Stay Affairs Department according to the category which they belong to:
      1. Persons from Mainland China holding a Permit for Proceeding to Hong Kong and Macao
      2. Portuguese
      3. Others
   2. Persons from Mainland China holding a Permit for Proceeding to Hong Kong and Macao will make an appointment upon entry at the Border Gate Checkpoint. Persons belonging to other categories may wait in line to make the application at the subdivision concerned or make an appointment online.    3. After completing the application for Residence Authorization, persons from Mainland China holding a Permit for Proceeding to Hong Kong and Macao may choose to collect the Residence Authorization Certificate at the Residence Subdivision of the Residence and Stay Affairs Department, the Macao Government Services Centre or the Macao Government Services Centre in Islands.

1. Persons who make applications for Residence Authorization and renewal of Residence Authorization according to Law No. 16/2021 and Administrative Regulation No. 38/2021
2. Persons who are granted Residence Authorization or have the Authorization renewed by the Commerce and Investment Promotion Institute and need to apply for a Residence Authorization Certificate

Application Eligibility

Meeting the stipulations relevant to the Legal Regime of Immigration Control, Stay and Residence Authorization of Macao
(e.g. (1) in possession of a statutory valid passport/travel document/identification document for entry to and departure from Macao; and (2) not in a lawfully restricted status.)

Service Result

1. Residence Authorization Certificate issued to persons granted Residence Authorization or have the Authorization renewed by the Residence Subdivision of the Residence and Stay Affairs Department
2. Residence Authorization Certificate issued to persons granted Residence Authorization or have the Authorization renewed by the Commerce and Investment Promotion Institute
