Wanzai and Hengqin residents who are designated by the Zhuhai competent authorities and in possession of a valid hawker licence issued by the Municipal Affairs Bureau may apply to the Public Security Police Force for Special Authorization to Stay for traditional traders according to Articles 22-24 of Administrative Regulation No. 38/2021.

Note: The Special Authorization to Stay granted according to the Regulation serves the purpose of allowing the interested person to engage in traditional trades in flowers, fruits or vegetables in the form of self-employment in according with the hawker licence regulations.

Target Groups and Application Eligibility

   1. Application
      Wanzai and Hengqin residents who are designated by the Zhuhai competent authorities and in possession of a valid hawker licence issued by the Municipal Affairs Bureau.
   2. Validity Update
      Persons whose Special Authorization to Stay has a shorter validity than the validity of the hawker licence granted by the Municipal Affairs Bureau owing to the inadequate validity of the PRC Exit and Entry Permit.
   3. Cancellation
      Wanzai and Hengqin residents who cannot continue to engage in traditional trades in flowers, fruits or vegetables in the form of self-employment owing to the cancellation of their hawker licence or other conditions within the period they are granted Special Authorization to Stay for traditional traders.
2. Application Eligibility
   1. Meeting the stipulations relevant to the Legal Regime of Immigration Control, Stay and Residence Authorization of the Macao Special Administrative Region (e.g. 1. in possession of a statutory valid passport/travel document/identification document for entry to and departure from Macao; and 2. not in a lawfully restricted status.).
   2. Wanzai and Hengqin residents who are designated by the Zhuhai competent authorities and in possession of a valid hawker licence issued by the Municipal Affairs Bureau of engagement in traditional trades in flowers, fruits or vegetables in the form of self-employment .
